Knowledge:
possesses knowledge regarding the social, economical, environmental factors of local development; is familiar with selected contemporary trends and determinants of development; knows the role and meaning of strategic governance within a commune; knows the basic stages and principles behind the creation of a commune’s development strategy; possesses knowledge regarding the tools used to implement a development strategy; knows the methods for the evaluation of the consequences and for the monitoring of the implementation of a commune’s development strategy;
Abilities:
can gather, select and synthesise data required to prepare strategic documents; can identify the developmental factors and determinants of a commune; can conduct a developmental potential analysis; can define the key developmental issues of a commune; can indicate the main strategic goals and establish the proper operational tasks for their realisation; can evaluate the internal cohesiveness of the elements of a strategy project;

The methodological basics and principles for formulating a local socio-economic policy. Participation and public consultations. The stages of establishing a development strategy. Evaluating and analysing the resources of a commune. Conducting a diagnosis and analysis of the external determinants of development. Predicting the development of a commune. Programming local development. Creating a mission and a vision. Formulating developmental goals. Strategy varianting. Ex-ante evaluation and the strategic evaluation of environmental impact. Implementing a development strategy. Monitoring and evaluating the implementation of the development strategy of a commune.
