Polish / EnglishThe course in English will be available if a minimum of 6 students sign up for a group. If less than 6 students sign up for the group, the course will be available in Polish with the possibility of individual support in English.Learning outcomes:
After the course completion, the student is familiar with the basic methods of
property value modelling for the purposes of mass appraisal, in particular the common property
taxation. Is familiar with the principles of the valuation of properties left behind outside the
Republic of Poland (after the change of Polish borders), properties expropriated to build public
roads, properties located over mineral deposits, for the purposes of providing security for
financial liabilities, for financial statements and for urban development planning needs. Knows
how to prepare models of common property taxation, how to draw up property appraisal
documents for specific and special purposes.Competences:
The student understands social and economic phenomena at the property market.
Understands the role and responsibility of a property appraisal expert in fostering economic
development.Prerequisites:
Mathematics, Statistics, Legal Bases of Property Management.Course content:
Elements of the theory of statistical set testing of properties. Property price
probability distribution. Descriptive statistics. Confidence intervals for the average property
price and price variances. Econometric model of a property value and its elements. Property
tax, tax on property value. Mass appraisal. Legal basis of the common property taxation in
Poland. Representative property, taxation maps and tables. Determination of cadastral values
in the common property taxation process. Role and responsibilities of a property appraisal
expert in the common property taxation process. Valuation of limited property rights (iure in re
aliena). Usufruct. Easement of land, personal easement, utility easement. Pledge. Cooperative
member's ownership title to an apartment. Mortgage. Valuation of contractual obligations.
Rent, lease. Lending for use. Annuity. Valuation for the purposes of providing a security for a
liability, including the determination of a bank mortgage value of a property. Valuation of a
property left behind outside the contemporary borders of the Republic of Poland.
Determination of the value of expenditure incurred in relation with a property. Valuation of a
property expropriated or designated to be expropriated for public roads. Valuation of a
property for land development needs. Appraisal of a property located over mineral deposits.
Valuation of a property expropriated or designated to be expropriated for technical
infrastructure. Determination of the value of damage caused by the construction of
underground and overground infrastructure. Valuation of properties treated as investments
and fixed assets within the understanding of the Accounting Act.Recommended literature:
