Learning outcomes: Knowledge The student has a basic knowledge of the legal system of the Polish and European, are familiar with the administrative and judicial system, known entities acting in a legal legal personality with an indication of their property rights, know the stages of the investment process and related regulatory requirements; known environmental policy and Water Policy of the country; familiar posture water rights with particular emphasis on the competence of central and local government in this regard. Knowledge It can be used in engineering practice law, is able to implement the water policy of the country, can realize the different stages of the investment process in matters related to water management, able to carry out the procedure for obtaining permits water law.
Competences: Recognizes the importance of social, professional and ethical responsibility for the development and the environment, understands the importance of correct legal procedures in relation to the responsibility for the state of the natural environment.
Prerequisites:
Course content: Introduction to Jurisprudence. Basic concepts needed to understand the legal system. Sources of law, types of instruments, the publication of the law, the interpretation of the law. Elements of civil law. The legal basis for the administrative process (CAP). The European Union law and the basic principles of international law. The environmental law and water management in Poland. Water management and conservation in National Environmental Policy. Acts of EU law in the field of water management (Water Framework Directive, Nitrates Directive, Floods Directive). Water Law, the ownership of water and obligations of the owner of water, water distribution, water conservation, water law permits, water companies. Using water management and water resource management. Authorities responsible for water management in the field of public administration and local government and their job (Ministry of Environment, National Water Management, Regional Water Management, Regional Management of Land Reclamation and Water, the powers of the Office of the Marshal of the water). Water Cadastre. Monitoring of water. Control of water management. Water management planning. Water quality. Responsibility for water protection and water management. Public participation in the implementation of the national environmental policy objectives in the field of water conservation.

Assessment methods: written exam
Comment: Lecture 1: Basic concepts of law, the importance of law, as a factor of social order, the rule of law, the essence of the rule of law, the structure of the state. Lecture 2: The legal standard, sources of law, creation of law, the types of acts, the publication of the law, the interpretation of the law. Lecture 3: the Polish Constitution, the supreme rule of the Polish Constitution, the system of law. Legal system of local government. Lecture 4: The European Union law and the basic principles of international law. Lecture 5: The general civil law, civil law, civil law scheme, the source of civil law, rules of civil law, civil law enforcement Lecture 6: civil law relations (subject, object, content against civil law), the essence of a contractual relationship. Lecture 7: The right kind, the concept of things, classification of goods, membership, farm, property and assets, legal action, legal events, movable and immovable, items marked as a species and as to the identity, the components of things. Lecture 8: Code of Administrative Procedure. Lecture 9: Code of Administrative Procedure. Lecture 10: The scope and process of making public information Lecture 11: Scope of the process and provides information on the environment and its protection. Lecture 12: Strategic issues of water protection in Poland and abroad. Water management in the National Environmental Policy. Lecture 13: Environmental Protection Act. Lecture 14: Documents strategic water policy (draft State Water Policy 2030, National Program for Municipal Wastewater Treatment, management plans) Lecture 15 - 16: Water Framework Directive - problems of implementation in Poland. Lecture 30: Public participation in the implementation of the national environmental policy objectives in the field of water conservation.
