Learning outcomes: Knowledge Knows the concept of self-governance and its specific nature in the context of the constitutional government of the country. Knows the local government structure in Poland. Differentiates between local and regional self-governance as well as their subjects. Can name the basic own tasks of a commune and describe the idea of commissioned tasks. Knows the concept of cooperation networks on the local government level and provides examples both within the country and on an international level. Abilities Can differentiate between the subjects and institutions in the structure of local government units. Attributes the proper own tasks to each unit. Knows the basics of formulating the budget of a territorial unit. Analyses and evaluates the socio-economic situation on the local level. Analyses and evaluates the socio-economic situation on the regional level.

Competences: Social competence (attitudes) Shows an understanding of the value of self-governance as a form of decentralising and democratising the state, and a way to increase the efficiency of management. Is capable of gathering information allowing for the realisation of a set task.

Course content: Self-governance as a category. The history and place of self-governance in the governmental order of Poland. The types and the structure of the local government. Own and commissioned tasks. Budget economy. Cooperation networks on the level of the local government.
