Learning outcomes: The students gain theoretical knowledge related to local plans and methods used in planning, procedures applied during creation of planning documents in a commune, methods of documenting the activities performed during the creation of a local plan. Moreover, the students gain theoretical knowledge of the procedures applied in making decisions about location of investments for public purposes and about the conditions of construction.

Competences: On completion of the course, the student will be able to actively participate in the preparation of a local plan of spatial arrangement, including its formal and legal aspects. He/she will also be able to assist in preparation of additional documentation for the local plan. The student will know how to conduct analyses and studies of spatial arrangement, analyse the features and functions of constructions important for making the decisions concerning conditions of construction.

Prerequisites: Soil Science and Environmental Protection, Natural Basics of Land Management, Legal Basics of Land Management and Environmental Protection. The contents of the course have been arranged in cooperation with the lecturers of Spatial Planning.

Course content: Participants in the process of spatial transformations, design units and persons authorised to conduct urban planning, procedures applied in the realisation of basic planning activities: the content and procedure of preparation of a local plan, issuing a decision about the conditions of construction, issuing a decision about the location of an investment for public purposes; documents necessary for the creation of a plan: prognosis of the financial results of the plan, prognosis of the impact on environment, application for a change of agricultural and forest areas into non-agricultural and non-forest areas.

Recommended literature: Ustawa z dnia 27 marca 2003 r. o planowaniu i zagospodarowaniu przestrzennym (Dz. U. Nr 80 z 2003 r., poz. 717 ze zm.). Rozporządzenie Ministra Infrastruktury z dnia 26 sierpnia 2003 r. w sprawie wymaganego zakresu projektu miejscowego planu zagospodarowania przestrzennego (Dz. U. Nr 164 z 2003 r., poz. 1587). Rozporządzenie Ministra Infrastruktury z dnia 26 sierpnia 2003 r. w sprawie sposobu ustalania wymagań dotyczących nowej zabudowy i zagospodarowania terenu w przypadku braku miejscowego planu zagospodarowania przestrzennego (Dz. U. Nr 164 z 2003 r., poz. 1588).
