Learning outcomes: After completing the course, the students should prepare their own prognosis of financial consequences following the enactment of a given plan; know the rules behind executing planning fees and evaluate the proper establishing of a valuation for the need of estimating the planning fee. The students should know the functions and the meaning of village tourism, the possibilities for drawing income from tourism and the possibilities for attaining European Union funds for tourist investments.

Course content: The economic aspects of evaluating urban solutions. An overview of location for and meaning behind analyses and prognoses of economic consequences of changes in planning procedures. The economic meaning behind the manner of formulating local law. Public goal tasks. The consequences of delineating areas for limited use. The economic value of monuments. The importance of valuation surveys in estimating claims of sides as a result of the enactment of local spatial management plans. Methods of preparing prognoses for the financial consequences of enacting a local plan. Planning fee – the theoretical and practical aspects of its use. Court rulings and decisions from local government appeal courts. The lowering of real property value. Introducing limitations regarding property value (infrastructure easement). The revenues of a municipality. The financial burden of a municipality as a result of plan enactment. An analysis of the real estate market with regard to the needs of spatial management. The role of tourism in stimulating economic growth and development. Tourism and national income. Current tendencies and trends on the tourist market. The functions and types of tourism. The valorisation of rural recreational space. Rural area infrastructure. Classification and characteristics. Entrepreneurship in rural areas. Agritourism and rural tourism as alternative means of income in farming. The determinants of the development of rural tourism. Sources of financing tourism and recreation investments in rural areas. The viability of agritourism. Classification of costs, incomes and break-even. Service marketing in rural tourism. The role of organising actions towards rural tourism and agritourism.
